It is strange that there are those who accuse President Reagan of missing an opportunity for an arms control agreement with the Soviet Union by being unwilling to give up the Strategic Defense Initiative, also known as Stars Wars. It would be much more appropriate to blame General Secretary Gorbachev for the failure to reach an agreement because of his insistence that developmental work on SDI be confined to the laboratory.
The old argument that SDI will permit the United States to launch a first strike is not valid. The deployment of SDI can be coordinated with the dismantling and destruction of ballistic missiles in such a way that the Soviet anti-ballistic missile …
